Abstract

This study assesses the influence of procurement planning and contract management on public procurement performance in Kabul City. An explanatory design was utilized, and data were collected from 268 procurement employees working in public entities in Kabul City through a structured questionnaire. Multiple Regression employed using STATA to assess the association between the study construct. The findings depicted that the model is significant (F = 416.833, P< .05) with strong explanatory power, R² = 0.759, which means 75% of the procurement function’s variation is due to purchasing planning and procurement contract management. Additionally, procurement planning was a strong predictor of public procurement performance (β = .345, t = 7.69, p < .05), implying that realistic and accurate procurement planning greatly enhances public procurement output. Similarly, procurement contract management greatly enhances governmental procurement function (β = 0.558, t = 11.56, p < .05). Overall, the study concludes that effective planning and contract management are fundamental practices for improved procurement performance of public entities in Kabul City through lower procurement costs, timely delivery, and improved quality of procured materials. The study offers valuable insight for both public entities and stakeholders regarding the influence of procurement practices on public procurement performance in Kabul City.
